BACS is proud to welcome Marshall Williams, Jason Bell, and Ronald Germann to our Board of Directors — three remarkable leaders whose experience, compassion, and innovation will strengthen our mission to build communities where everyone can thrive.
Marshall Williams is the Founder and CEO of Project Pet and the Executive Director of the Bay Area One Health Coalition. Under his visionary leadership, both organizations are pioneering work at the intersection of animal welfare, social services, and public health — advancing equity and sustainability for people, pets, and the planet. A former hostage negotiator and Training Officer for the Indiana Department of Corrections, Marshall later excelled in the corporate and technology sectors before launching social-impact ventures through Y Combinator’s Startup School. His unique cross-sector perspective continues to shape innovative, inclusive approaches to community health.
Jason Bell serves as Executive Director of Project Rebound at San Francisco State University and Director of Programs for the CSU Project Rebound Consortium. Drawing from his own lived experience as a formerly incarcerated individual, Jason has spent more than two decades transforming higher education access for justice-impacted students. His leadership has expanded Project Rebound to 19+ campuses statewide, and his advocacy has earned national recognition, including the 2024 Distinguished Contribution to Justice Award from the American Society of Criminology. Jason’s expertise in reentry, education, and criminal justice reform will be invaluable in advancing BACS’ vision for equity and opportunity.
Ronald Germann is the Founder and CEO of Off The Street Ministries and OTS Reentry Services, community-based organizations dedicated to supporting men returning home from incarceration and those recovering from substance use disorders. Grounded in his own lived experience, Ron has built programs that provide hope, healing, and stability for hundreds of individuals and families. His leadership is a powerful example of compassion in action, breaking down barriers and fostering second chances.
Together, Marshall, Jason, and Ron embody the spirit of BACS’ work: innovation grounded in lived experience, systems change rooted in compassion, and a belief that no one is beyond hope. Each brings deep experience building programs that bridge gaps between systems from health and housing to reentry and recovery and a commitment to advancing equity for communities historically left out of opportunity. Their leadership reflects the heart of BACS’ approach: meeting people where they are, creating pathways to stability, and transforming entire systems to work better for everyone.
Together, Marshall, Jason, and Ron bring extraordinary lived and professional expertise across public health, justice reform, and community healing. Their guidance will help BACS continue to innovate and expand our impact: strengthening the systems that keep people housed, healthy, and connected.
