BACS is proud to share the progress at REGIS Village—a first-of-its-kind campus in Hayward designed to bring housing, health care, and community support together under one roof. What began as the former St. Regis retirement center is now being transformed into a vibrant hub of stability and healing.
What We’ve Already Accomplished

In 2023, BACS acquired the 4.13-acre St. Regis property with a bold vision: to create a campus that addresses homelessness, behavioral health, and substance use with compassion and innovation. Since then, construction has begun, partnerships have been built, and the first parts of REGIS Village are already taking shape.
- Site rehabilitation is well underway, turning outdated retirement housing into a modern, accessible campus.
- Pioneering programs like Behavioral Health Bridge Housing and Medical Respite are already serving community members.
- Partnerships have accelerated progress, with partners like the State of California, Alameda County, City of Hayward, and Eden Health District, ensuring that REGIS Village will be ready to meet community needs faster than ever thought possible.
- Program design is complete for housing, behavioral health, and medical services that will serve hundreds of community members each year.
The Immediate Future: Housing & Stability

The next chapter begins now, as REGIS Village opens its doors to residents:
- Permanent Supportive Housing: Seventy new housing units will open, including 45 set aside for older adults and people with serious medical needs. Every resident will come through Alameda County’s Coordinated Entry System, ensuring REGIS Village serves those most in need.
- Behavioral Health Bridge Housing: REGIS Village will welcome up to 44 people into transitional housing with wraparound supports, offering stability while participants work toward permanent housing. This program prioritizes people involved in CARE Court and others facing urgent behavioral health challenges.
Roadmap Ahead
REGIS Village is just getting started. Over the coming year, we will roll out additional programs to create a seamless system of care:
- Navigation Center (Early 2026): 44 beds for Hayward residents experiencing homelessness, with intensive housing navigation services.
- Medical Respite (Mid-2026): 40 beds for people recovering from hospital stays who need short-term medical and housing support.
- Substance Use Residential & Detox (Mid-2026): 40 beds offering residential treatment, detox, and recovery services.
- Wellness Center, Sobering Center, and CARE FSP Offices (Mid-2026): Drop-in and long-term supports to strengthen recovery, health, and community connection.
