To All of Our Friends Who Wish to #KeepPeopleHoused,
Since its launch in 2018, Keep People Housed has grown from a bold Oakland-based pilot into a regional movement — proving that prevention is not only possible, but essential. BACS has expanded the reach of KPH into multiple counties, forged new partnerships, and strengthened our infrastructure so that no one slips through the cracks simply because they live in the wrong zip code. This program has had a major impact on the community, and we are proud to share our report on the program to date.

The need has never been greater. Across the Bay Area, the cost of living continues to rise faster than wages, eviction filings are returning to pre-pandemic levels, and too many neighbors are one missed paycheck or unexpected expense away from losing their homes. For Black, Latinx, and other historically marginalized communities, the risk is even higher due to generations of systemic inequities, from redlining to disinvestment in affordable housing.
Keep People Housed stops the cycle of homelessness before it starts. Through targeted outreach, rapid eligibility screening, and a streamlined online platform, we connect people at risk of eviction with immediate legal, financial, and supportive services. And we don’t stop there — whenever possible, we co-enroll participants in long-term tenancy sustaining services, drawing on the Critical Time Intervention model to help households stabilize for the future. This approach not only keeps roofs over people’s heads, it strengthens the social and economic fabric of our communities.
What makes Keep People Housed so powerful is its combination of innovation and compassion. We leverage technology to prioritize the households most at risk, build trust through partnerships with grassroots organizations, and braid together funding streams — including Medi-Cal’s Housing Community Supports — to maximize the number of people we can serve. Every dollar invested in prevention saves many more down the road, reducing shelter costs, emergency room visits, and the human toll of homelessness.
As you read this year’s impact report, you’ll see stories and data that reflect our unwavering belief: housing is the foundation for health, dignity, and opportunity. We are deeply grateful to everyone — funders, partners, advocates, and frontline staff — who make this work possible. Together, we are proving that homelessness does not have to be inevitable, and that with the right supports, tools and willpower, we can keep people housed.
